The California Highway Patrol (CHP) identified Blackwell as the suspect after reviewing the video and conducting their investigation.

He then rolls down his car window and repeatedly shouts offensive racial slurs, including the use of the N-word. The victim can be heard responding by saying, “Call the police.”
Following the verbal altercation, Blackwell’s actions escalated as he intentionally veered his vehicle toward the victim’s car, seemingly attempting to collide with it.
However, he ended up losing control of his own car and crashed into a wall located on the right side of the freeway.
The CHP said that Blackwell was arrested at his home in Newark, California, around noon on May 19, 2023. He was booked into the Alameda County Jail in Dublin.
